Government Support, Solar, Batteries, Heat Pumps & Home Energy Upgrades
The UK Government’s Warm Homes Plan sets out £15 billion of public investment, with an ambition to support upgrades to up to 5 million homes by 2030.
Support includes solar PV, battery storage, low-carbon heating and wider energy-efficiency improvements, delivered through a range of loans, grants and other programmes.
With different funding routes and eligibility requirements, understanding what may be available - and what is actually right for your property - isn’t always straightforward.
Warm Homes Group helps homeowners and landlords understand the options, assess their property and plan the right improvements before deciding what to install or how to finance them.

What the Warm Homes Plan Includes
The Warm Homes Plan is the UK Government’s programme to help households reduce energy costs, improve the energy performance of their homes and adopt cleaner technologies.
Rather than being one single grant or scheme, the Plan brings together different forms of support - including grants, government-supported finance and programmes for lower-income and social housing households.
Support covers areas including Solar PV, battery storage, heat pumps, insulation and wider home energy improvements, depending on the individual programme and eligibility requirements.
£15 Billion of Public Investment
The government has committed £15 billion of public investment to the Warm Homes Plan.
Funding is being directed across home energy upgrades, low-carbon heating, support for lower-income households and government-supported consumer finance.
Up to 5 Million Homes by 2030
The government’s ambition is to support upgrades to up to 5 million homes by 2030.
The improvements supported will vary depending on:
the individual programme
the household
the property
and the technology being considered
Warm Homes Loan Scheme (WHLS) - Solar, Battery & Heat Pump Finance
The Warm Homes Loan Scheme (WHLS) is a government-supported finance scheme designed to help households access more affordable finance for eligible home energy improvements.
The scheme is primarily aimed at homeowners and private landlords who are able to borrow and repay finance but may face barriers to the upfront cost of improving their property. There is no income-based eligibility threshold under the scheme itself; participating lenders will carry out their own eligibility, affordability and credit assessments.
What can the Warm Homes Loan Scheme finance?
Eligible home energy improvements include:
Solar PV
Battery storage
Eligible heat pumps
Other eligible energy-efficiency improvements
For solar PV, battery storage and heat pumps, the current Scheme Rules require an MCS-certified product to be installed by an MCS-certified installer certified for the relevant technology.
How is the scheme funded?
The Warm Homes Loan Scheme is being delivered in partnership with private lenders.
The initial scheme is deploying £300 million of government grant capital, working alongside private lending to increase demand for home energy improvements and reduce financing costs for eligible households.
The wider Warm Homes Plan also provides £2 billion of public investment for consumer loans, including £1.7 billion allocated to low- and zero-interest consumer lending alongside the £300 million of capital support.
When will Warm Homes Loan Scheme finance be available?
The Scheme Rules set out an expected initial public launch of loans from September 2026, subject to the necessary approvals.
The first lender application window has closed, and the government expects to open a further lender application window later in 2026. Individual finance products, interest rates, lending criteria and availability will depend on participating lenders.
Warm Homes: Social Housing Fund
The Warm Homes: Social Housing Fund supports eligible social housing providers in England to improve the energy performance of their housing stock.
Improvements can include:
Insulation
Solar PV
Low‑carbon heating
Other eligible energy‑efficiency improvements
The programme is intended to help improve the energy performance and comfort of social homes while helping households reduce their exposure to high energy costs.
Unlike the Warm Homes Loan Scheme, this funding is directed through eligible social housing providers rather than being a consumer loan that individual tenants apply for themselves.
Wider Warm Homes Plan Support
The Warm Homes Plan goes beyond a single loan or grant.
The wider programme includes investment and policies covering:
Clean heating
Home energy efficiency
Rooftop solar PV
Battery storage
Consumer finance
Support for lower‑income households
Improvements to the energy performance of homes
Together, these measures form part of the government’s broader approach to improving homes and supporting the transition towards cleaner domestic energy.
Which Warm Homes Scheme Could Apply to Me?
There is no single eligibility test for the entire Warm Homes Plan.
The support that may be available depends on the particular programme and your individual circumstances. Factors can include:
Whether you own or rent the property
Whether you are a homeowner or private landlord
Your household circumstances
The location of the property
Its current energy performance
The improvements being considered
Whether the proposed technology meets the relevant scheme requirements
Whether an appropriately certified installer is required
For finance products, the participating lender’s eligibility, affordability and credit requirements
This means two similar properties may have different options available to them.
Understanding the property first can help identify which improvements should be considered before deciding whether a grant, loan or another route is appropriate.
